Developing and costing local strategies to improve maternal and child health: the investment case framework

Summary points

At the sub-national level—where most health services are delivered—critical knowledge and capacity gaps exist, which prevent evidence from making a direct contribution to health plans and budgets.
The Investment Case framework pairs locally led problem-solving analysis with quantitative techniques to inform local planning and decision-making.
The framework allows for the development of locally appropriate strategies to overcome identified health system constraints and it estimates cost and impact should such strategies be implemented.
The varied success of this initiative in terms of influencing annual plans and budgets reflects the political nature of resource allocation and the need to embed such approaches in the local policy process.
To sustain evidence-based planning, we propose a collaborative arrangement that allows researchers to address specific evidence gaps and health managers to focus on their core business of delivering universal health coverage.

Commissioners have indicated that market facilitation is becoming an increasingly significant part of their role, and that it presents challenges in terms of skills, activity and capacity. These guidelines are intended to help commissioners of early intervention and prevention services to consider:
• the policy and practice behind the increasing emphasis on market facilitation
• the activities involved in market facilitation
• how local information and intelligence can be used to help create a market position statement and how that can help to facilitate a more constructive relationship between commissioners, providers and families.
The document focuses particularly on services concerned with early intervention and prevention for children, young people and families, but it is also applicable to all children’s and young people’s services markets.

Local tobacco policy and tobacco outlet density: associations with youth smoking

This study investigates the associations between local tobacco policy, tobacco outlet density, and youth smoking. A primary focus is on whether local tobacco policy moderates the relation between outlet density and youth smoking. The results suggest that tobacco outlet density is related to youth smoking. In addition, local clean air policy may act as a moderator of relationship between tobacco outlet density and youth smoking, such that density is less important at moderate and high levels of this tobacco policy.
