Winter 2018/19 in the NHS: the solutions – Society for Acute Medicine
This report calls on the government and NHS leaders to “realise urgently” the potential of ambulatory emergency care. It warns that the NHS is “on borrowed time” as winter approaches but says better use of same-day emergency clinics could save at least 14,000 overnight hospital stays.
Bullying and harassment: how to address it and create a supportive and inclusive culture – British Medical Association
The BMA began its bullying and harassment project in 2017. It has been particularly driven by Staff and Associate Specialists doctors, who highlighted bullying and harassment as an issue affecting their working lives and well-being and the impact it has on patient care and safety. The causes of bullying and harassment and the influences on behaviour in the workplace are many and complex. As others have said, there needs to be a comprehensive and strategic approach to eradicate bullying and harassment. There is no simple, single solution. In making the recommendations below, we want to emphasise that action needs to be targeted at all levels:
- at changing individual behaviour;
- addressing the organisational factors;
- and dealing with system pressures.
The recommendations have been grouped into three areas which came up through the discussions we had with doctors and medical students:
- ending the silence
- improving the resolution of problems
- creating a more supportive and inclusive culture

NHS England has published Maternity DMA Report – Digital Maturity Assessment of Maternity Services in England 2018. The Digital Maturity Assessment (DMA) is a complete picture of the digital maternity landscape across England – a baseline for improvement at both a national and local level. It is accompanied by supporting documents.
Person-centred health and care
A refreshed commitment to transforming health, care and wellbeing services to improve people’s health and care has been published. Shifting the centre of gravity: making place-based, person-centred health and care a reality contains examples of what can be achieved by system leaders and staff from local government, the NHS, the voluntary, community and social enterprise sector, and service user and carer groups working together to improve health and deliver person-centred care.
Letting local systems lead
The NHS Confederation has published Letting local systems lead: how the long-term plan could deliver a more sustainable NHS. This paper sets out the findings from a survey of senior leaders which sought a frank assessment of where local health and care systems currently are and what the key issues are that the NHS long-term plan needs to address. It highlights NHS leaders’ views about a series of issues that considered critical to embedding system working in local areas, and to consider how these relate to ongoing policy discussions about STP/ICS implementation.
Transforming care and support
The Social Care Institute for Excellence has published Future of care: transforming care and support. This paper draws together emerging evidence and insights from SICE’s recent work examining care transformation. It is intended to provoke a discussion with both national and local policy-makers about how to transform care and support services to ensure they are genuinely effective.
National Hip Fracture Database
The National Hip Fracture Database annual report 2018 describes the process and outcome of care provided to 66,668 people presenting with a hip fracture in 2017. It shows dramatic results of an innovative programme of screening for delirium which has been the focus of attention and investment through NHS England’s best practice tariff.
Emergency readmissions
Healthwatch has published Emergency readmissions: what’s changed one year on? This report takes a look at the number of people being readmitted to hospital with 30 days of discharge. It finds that readmission rates grew by 9% over the last 12 months, faster than any other point over the previous five years.
Sustainable improvement
NHS England has published NHS England Sustainable Improvement team prospectus. This prospectus details the range of support offers provided by NHS England’s Sustainable Improvement team to individuals and teams in health and care, including face-to-face, self-directed and online support.
