NICE Bites: Care of dying adults in the last days of life
The March 2016 NICE Bites bulletin from the North West Medicines Information Service covers the Care of dying adults in the last days of life (NG31). This guideline includes recommendations intended to help healthcare professionals recognise when a person may be entering the last days of their life, or if they may be deteriorating, stabilising or improving even temporarily.
Manchester health devolution
The Local Government Association has published Charting progress on the health devolution journey: early lessons from Greater Manchester. This report details the meeting of a group of senior leaders from health and local government who met to discuss the early lessons emerging from Greater Manchester’s experience on how to turn a successful case for health devolution into an achievable strategy.
Health benefits of sleep
The Royal Society for Public Health has published Waking up to the health benefits of sleep. The report indicates that the UK public is under-sleeping by an average of almost an hour every night which amounts to losing an entire night’s sleep over the course of a week. It calls on the government, employers, health care professionals and individuals to do more to promote good quality sleep to protect and promote the public’s health and wellbeing.
National Audit of Percutaneous Coronary Interventions
HQIP has published the National Audit of Percutaneous Coronary Interventions Annual Public Report January 2014 – December 2014. This latest audit shows an increase from 26.9% to 75.3% in the use of a safer method of PCI (angioplasty) between 2007 and 2014.
Guidance: NHS terms and conditions for procuring goods and services –Department of Health
The NHS terms and conditions are for the use of NHS bodies procuring goods and services from commercial organisations. The documents provides guidance notes and associated documentation for:
- contract version
- purchase order version
- framework agreements
- combined goods and services
- managed services
NHS standard sub-contract for the provision of clinical services:
The Department of Health and NHS England have developed the NHS standard sub-contract for the provision of clinical services, based on the NHS Standard Contract 2015/16. This can be used for sub-contracting an entire service or for providing part of a care pathway.
NHS Outcomes Framework 2016 to 2017
The Department of Health has published NHS Outcomes Framework 2016 to 2017. It sets out the framework and indicators that will be used to hold NHS England to account for improvements in health outcomes. The framework will remain unchanged for 2016 to 2017. The department will work to develop indicators that are not yet live, and keep the existing indicators under review.

The purpose of this handbook is to inform and support best clinical practice in the NHS newborn and infant physical examination (NIPE) screening programme.
Galvanising the NHS to adopt innovation – RAND Corporation
The Department of Health and the Wellcome Trust, in co-operation with NHS England, asked RAND Europe to conduct a limited consultation with key stakeholders about the practicality of measures and incentives proposed as part of the NHS Accelerated Access Review (AAR), which aims to assess the pathways for the development, assessment, and adoption of innovative medicines and medical technology. Through a focused engagement exercise with key healthcare stakeholders this project explored the implications of selected interim AAR propositions and feasibility of implementation for key actors, in primary and secondary care as well as commissioners and academia.
End of life care audit
The Royal College of Physicians has published End of Life Care Audit: Dying in Hospital National report for England 2016. Commissioned by the Healthcare Quality Improvement Partnership this report shows that there has been steady progress in the care of dying people since the previous audit carried out in 2013 and published in 2014. However, there is still room for improvement, particularly in the provision of palliative care services 24-7; the audit also shows how some hospitals did well in many areas but not in others.
Action on conflicts of interest
NHS England is set to unveil a package of measures aimed at clamping down on conflicts of interest and ensuring the NHS is one of the leading healthcare organisations in the world in tackling such issues. Among the measures is a revised guidance for CCGs on managing conflicts of interest. The guidance includes a number of strengthened measures, including publically available registers of gifts and hospitality and increasing the number of lay members on CCG governing bodies to support conflict of interest management and provide extra scrutiny.
Fit for purpose?
The Health Foundation has published Fit for purpose? Workforce policy in the English NHS. This report gives an overview of the components of workforce policy in the English NHS and the bodies which shape it. The report proposes ways in which workforce policy could be strengthened to improve the quality and productivity of care.
NIHR evaluations, trials and studies
The National Institute for Health Research Health has published the results of the following research during March 2016:
- Antibiotic coated tubes could reduce infection rates of children in intensive care
- Preparing for Home: A before and after study to investigate the effects of a neonatal discharge package aimed at increasing parental knowledge, understanding and confidence in caring for their preterm infant before and after discharge from hospital
- Interventions for preventing delirium in hospitalised non-ICU patients
Joint working
The Royal Pharmaceutical Society and the Royal College of Nursing have jointly published Nurses, pharmacists and patient pathways; working together across primary and community care. This report showcases ways in which nurses and pharmacists are working together and delivering care to different groups of patients. The purpose of the report is to inspire pharmacists and nurses to make changes locally in the way that they work together.
